Mercer Planning Associates, LLC (MPA) is a boutique land-use planning firm based in Jersey City that provides comprehensive services to public sector clients. Established in 2007, the firm’s mission is to facilitate a sustainable future through community planning. Capitalizing on staff’s public and non-profit experience navigating regional and state government, the firm adeptly assists its clients in their efforts to implement sustainable growth principles.  

MPA is prepared to oversee myriad projects, including transportation safety, transit oriented development (TOD), redevelopment and rehabilitation, and economic development. MPA staff has also managed complex, large-scale projects such as the Statewide TDR Pilot Program and the NJ Highlands Master Plan Up-date.

One of the firm’s core assets is the ability to coordinate diverse stakeholders and garner inter-governmental coordination for complex planning projects. MPA has managed intensive stakeholder engagement initiatives that involve coordinating multiple advisory committees, stakeholder focus groups, public workshops, community pop-ups, and safety demonstration projects, as well as multilingual communications and promotion. Most recently, these services were provided for Vision Safety Action Plans in Hudson County, Union County, and Essex County, as well as for the NJTPA’s Long Range Transportation Plan, the Newark Bike Plan, the Harrison Complete Streets Study, and Middlesex County's Road Safety Audit Study.

MPA also provides support for organizational strategic planning and economic development initiatives, offering a range of services from baseline and market analyses, business inventories, board and stakeholder engagement, strategy refinement and prioritization, and implementation support. Recent projects include the Kearny UEZ Development Plan, Union SID Strategic Plan, Metuchen Downtown Alliance, and the Somerset County Cultural & Heritage Long Range Plan.

MPA is a Disadvantaged Business Enterprise (DBE) certified under the Unified Certification Program (UCP) in NJ, NY and CA; a Woman-owned Business Enterprise (WBE) and Small Business Enterprise (SBE) certified by the Port Authority of New York & New Jersey; a WBE certified with the State of NY; an SBE certified with the NJ Department of Treasury; and a WBE certified with New York City Small Business Services.
